PUBLIC HEARING MARCH 31, 2003
TOWN HALL 7:00 P.M.
First Selectman Patton read the Public Hearing notice. Discussion followed on each item.
1. Presentation and discussion of approving a conveyance for no consideration by the Town to Leo A. Passardi, Jr. and Roberta S. Passardi. First Selectman Patton commented that this came about after about 5 or 6 years of research and discussion. The land is on Potter School Road, past the bridge. Jeff Passardi pointed out the area on the map that is filed at the Town Clerks office. The road was realigned and some of the property became owned by the State or the Town. First Selectman Patton asked Jeff to prove the Town owned it so we could give it to him. It does the Town no good.
2. Presentation and discussion of An Ordinance To Establish A Term of Four Years for the Office of Town
Treasurer. First Selectman Patton commented that this was done 10 years ago, but State law did not allow
it until 2000. We never repealed the ordinance but the Secretary of State said to establish another
ordinance. It is not an exact reaffirmation because the section number of the State Statutes is different. It
is effective at the next municipal election.
3. Presentation and discussion of the repeal of Sec 4, paragraph (4) and Section 6 of the Town of Willington Transfer Station Ordinance. First Selectman Patton read a letter of recommendation
from the Solid Waste Advisory Commission to repeal these. Tom Smith, of SWAC, spoke on the
history of the Transfer Station, the ordinance and the haulers; and how they came to their
recommendation. There will be a net savings of $40,000 to the Town. We could go from
350,000 tons a year to about 800 tons a year. Discussion followed and questions were answered.
First Selectman Patton closed the Public Hearing at 7:22 P.M.
